This collection has three parts. They are instructions to and dispatches from US diplomatic and consular staff.

Parts 1 and 2 span 1930-1939, while Part 3 spans 1945-1949.

Part 1 covers political and governmental affairs; records on Bolshevism, fascism, Nazism, and socialism; issues relating to public order; military and naval affairs. Part 2 covers social issues such as education, entertainment and communications; the public press; economy and industry; and other topics. Part 3 covers politics, military affairs, economy and society, with separate files on provinces such as Manchuria, Yunnan, and Tibet and folders on narcotics, entertainment, motion pictures, and other topics.

Of interest to scholars of East Asian studies, international relations, political science, government, military studies, economics, sociology, religious studies, and history.
